I use this card as an example. What about things like street signs or maps of public transport?

Anything published before 1923 is public domain. The map is from 1814, so it should be pretty sure it is using in order. In addition, all issued by the government, the public sector.

The old card is more to the public because of their age, which means that you can use for pictures. Road signs are always in the public. Maps of public transport could be different because they were published, either by a private company or possibly a church. You will probably need permission to use or modify.
